Town to City challenges the player to transform a 19th-century Mediterranean settlement into a thriving metropolis. Construction without reference to a grid allows you to freely place all structures and natural elements. This way you can create both orderly areas with straight avenues and organically growing towns connected by winding paths. The placement of residential buildings, shops and infrastructure shapes the layout and functionality of a growing city.

Detailed customization of lighting, parks and building decor gives each settlement its own personality. As the population grows, Town to City gameplay becomes more complex: it is necessary to satisfy the needs of different social strata, including workers, artisans and the bourgeoisie. New citizens arrive with personal requests, move into affordable homes, and start families. The gamer appoints residents to positions to support the local economy, while simultaneously unlocking new buildings through the research tree.

Such progress over time allows the construction of highly specialized settlements with a focus on agriculture or tourism, contributing to the development of the region and the establishment of trade routes. The entire game is available in campaign format with clear goals and in sandbox mode without any restrictions. In both cases, the key task is the systematic development of the community and its financial system at a leisurely pace. As the territory is developed, new towns can be established that can grow separately or become part of a common supply network. A system of interconnected cities creates a single economic zone, completing the transformation of a lonely farm into an agglomeration of prosperous centers.
